Southern California's Ontario International Airport Authority authorizes major ground lease and development agreement for surplus property

The Ontario International Airport Authority (OIAA) Commission voted unanimously today to authorize a Development and Entitlement Agreement that will lead to a ground lease for approximately 198 acres of surplus property at the Southern California airport. The 55-year lease will generate approximately $275 million over the first 10 years, which will support ongoing airport improvements while keeping costs down for airlines.

The OIAA determined the property, located east of Haven Avenue, north of Jurupa Avenue, south of Airport Drive and west of Carnegie Avenue, is unsuited for typical airport use, making it surplus to the airport's aviation/aeronautical needs. "We are pleased and proud to move forward with the first of several major real estate transactions to monetize vacant property since the airport was transferred to local control in November 2016, As envisioned in the OIAA strategic business plan, the ongoing revenue stream will help ONT fund vital safety, security and infrastructure projects while keeping airport costs to airlines low. As a result, ONT will become even more attractive for airlines to inaugurate and increase flight schedules."

CanAm Ontario LLC, a venture formed by San Antonio, TX-based USAA Real Estate Company and McDonald Property Group of Newport Beach, CA, will develop the vacant property for industrial use in compliance with the Airport Compatibility Plan required under State Law.

Steven Ames, Managing Director-Investments, USAA Real Estate Company, sounded a note of optimism following the Board's action.

CanAm Ontario was selected following a competitive process which began with 17 bidders managed by CBRE Group, Inc., a global leader in real estate services and investment headquartered in Los Angeles.

The deal calls for a non-refundable $10 million deposit to OIAA. After allowing time for CanAm Ontario to obtain local jurisdictional entitlement and environmental approvals, rental revenue to the OIAA will start at $25 million in the first year, increasing in five-year increments, resulting in revenue of $90.6 per year in the final five years. The net present value of the agreement is $625 million.

Airport officials noted that special consideration was given to ensure the transaction complies with applicable federal laws and Federal Aviation Administration policies and provide lease revenue exceeding fair market value as determined by three independent appraisals. Federal law requires that revenues generated by the airport be used for airport purposes.

CMC Electronics wins contract with KAI

CMC Electronics is pleased to announce that Korea Aerospace Industries has awarded a new contract to CMC for the modernization of the Republic of Korea Air Force fleet of KA-1 trainer aircraft used for advanced mission training and light attack missions. KAI was looking for a best-in-class cockpit upgrade to renew their products and provide ROKAF's KA-1 fleet with more modern avionics with room for growth. Drawing from a long and fruitful business relationship, CMC worked closely with KAI to meet their request and proposed its state-of-the-art mission computer-based cockpit built on the PU-3000, the world's first certified multicore mission computer. The PU-3000 and its partitioned, embedded, software applications offer a flexible solution to integrate several conventional multifunctional displays (MFDs) or a single large area display (LAD) configuration as used in the KA-1 solution. The PU-3000 software development kit also allows KAI to develop specific proprietary mission applications on their own. "This new contract is a timely and strategic development for all parties involved. We believe that the upgraded KA-1 platform with a PU-3000 driven LAD interface will both increase aircraft availability and better prepare ROKAF pilots for their future modernized frontline fleet of KF-X fighters." Global Aerospace's SM4 Aviation Safety Program offers insights for The Year of the Aviation Mechanic in 2022

As we ring in the New Year, many of us like to think big. How can we have the most impact in the new year? How can we recruit and provide the best people with the best tools, training and motivation to excel? How can we find the resources to accomplish all of our grand ideas floating like sugarplums though our holiday-spirited minds? Here is one of mine. I think it is long overdue, and I’d like to invite you to join in with me. Pretty much everyone in our industry knows that aviation mechanics are the unsung heroes of aviation. But that understanding has never seemed to migrate into providing the same kind of focused, world-class training or rock star recognition that the "other folks" get. You know, the ones that sit up front, push a few buttons, and take credit for getting from point A to point B. Not to dismiss the efforts of these highly trained and skilled professionals that fly, but it has always seemed odd to me that the ones who are behind it all and maintain these finely tuned technologies seem somehow to fade into the background of our collective minds. Of course, when something goes wrong with a maintenance task, everyone is quick to recognize it—the panel that fell off in flight or the landing gear pin that was left installed. With the millions of maintenance sequences that occur around the globe every week, it’s amazing we don’t see more of these. Let me be clear about what I see: Millions of flights across our industry take place safely without significant recognition of the people who make it happen. It’s time we take notice and celebrate these men and women as rock stars in their own right. A Tough Time for Technicians The airworthiness of aircraft has never been in better hands, but the entire system is severely stressed right now, making it an extremely tough time for professional technicians. COVID protocols, flying schedule upheaval, proficiency concerns, financial questions and a host of the other basic mental health matters the entire world is dealing with make the error-free work needed to ensure airworthiness a very tough task. We must respect and mitigate this risk. And since I operate under the philosophy that none of us is as smart as all of us, I’m casting a wide net. Industry-wide, I’m declaring 2022 as “The Year of the Aviation Mechanic,” with the idea of bringing all available resources to bear in support of these tireless professionals during these challenging times. Operators, OEMs, MROs, academia, insurance companies and other special interest groups all can play a valuable role in a coordinated effort. This might end up being nothing more than a symbolic gesture. Or it could gain momentum and become a powerful tool to improve the airworthiness and professional readiness across our industry. Time will tell. Right now, I’m a lone voice with a big idea. But with just a little help to get the ball rolling, we might be able to highlight the incredible work, opportunity and rewards that come with the job, and recruit the next generation into a culture of proud, compliant, professionalism. So, here is what I am asking. Think about what the industry needs to improve the recruitment, training and performance of professional maintainers. Write down your list and send it to me. Think hard about what you can do, where you are, to support our maintenance professionals during this challenging time. Take the actions available to you. Share what works. Join in the year-long effort to create sustainable improvement across the industry. Towards that end, we have some events already in mind. Convergent Performance will fund, develop and deliver a worldwide celebration and online symposium on the past, present and future of these doggedly persistent men and women who “keep ‘em flying.” This is tentatively planned for June 2022, so stay tuned for more developments and outreach for presenters and ideas. Additionally, we will seek out partners and contributors to make this more than a one-day event and provide sustainable improvement ideas for those who are in small organizations who might not otherwise have the resources to take advantage of advanced training opportunities. Boeing to Open Japan Research Center and Expand Sustainability Partnerships

Boeing will strengthen its partnership with Japan by opening a new Boeing Research and Technology center. The facility will focus on sustainability and support a newly expanded cooperation agreement with Japan's Ministry of Economy, Trade and Industry. Boeing and METI have agreed to broaden their 2019 Cooperation Agreement to now include a focus on sustainable aviation fuels electric and hydrogen powertrain technologies, and future flight concepts that will promote zero climate impact aviation. That is in addition to exploring electric and hybrid-electric propulsion, batteries, and composite manufacturing that will enable new forms of urban mobility. "We are excited to open our latest global research and technology center here in Japan. Working with terrific partners like METI, the new center will expand upon Boeing-wide initiatives in sustainable fuels and electrification, and explore the intersection of digitization, automation and high-performance aerospace composites for greater sustainability in our future products and production systems." said Greg Hyslop, Boeing chief engineer and executive vice president of Engineering, Test & Technology The BR&T – Japan Research Center will be located in Nagoya, which is already home to many of Boeing's major industrial partners and suppliers.
